Outside The Circles is a broad term that is used to class anyone who doesn't actively belong to a circle affiliation. This umbrella term is usually broken down into two different categories.

First category is Outsiders, which breaks down further into Housecats and Wildlings. Housecats are any cats that live within a twoleg dominated area such as within the city across the bay or within the Old Twoleg Town. Wildlings are any cat that live within the bounds of the wildlands however don't belong to any one affiliation.

Second category is The Stars Above. The Stars Above is what the circles believe all their members go to when they pass on to the afterlife. Each cat is often seen as an equal in the afterlife except when compared to the Founders and Ancient Spirits.
